Questions regarding the Nuvoton PFM-M2351 development environment settings.

I have now purchased the Nuvoton PFM-M2351 and want to learn Trustzone on Cortex M.
I saw a video of trustzone programming uploaded to youtube by Novoton.
I first inquire about setting up the development environment.
Three things seem to be needed for development.
1. NuMicro Cortex-M2351 series
2. Keil MDK Plus v5.24
3. Nuvoton Nu-Link Debugger
I know that Nuvoton provides the keil MDK Nuvoton edition.

It seems to be distributed via the link above.
Can I install it after clicking the Download button on the above page?
If not, should I get the MDK - Microcontroller Development Kit?
And I have not used Keil, so I do not know, but it looks like the compiler is included in Keil. Did I understand correctly?
And what is the purpose of the Nu-Link Debugger?
I thought I used it only for debugging purposes, but it seems to be used for Image Flashing as well.
I wonder if Nu-Link Debugger is essential for development.
