NUC980 Buildroot is used to build a Linux development environment. NuWriter is a programming tool on Windows. So when you build your application BIN file in Linux, how do you program it under Windows?
Well, suppose Linux is running in a virtual machine, such as VMWare. You can assign shared folders for Windows and Linux in the VM. Files in the shared folder can be accessed on both systems.
VMWare also has a great feature where you can copy and paste between Windows and Linux in a VM. So you can easily copy the BIN file in Linux and paste it in Windows.
